Since the second week of December 2021, a petroleum-based contaminant has been entering an unnamed tributary of Eagle Run. The location of the illicit discharge is within the waterway approximately 100 yards upstream from 208 Gregory Dr., Martinsburg. The Berkeley County Public Service Storm Water District was contacted on 1/12/2022 by the owner of 208 Gregory Dr, Martinsburg.
David Billmyer, MS4 Inspector for the Berkeley County Public Service Storm Water District, responded to the complaint call and located what he determined to be the location of a ground seep along the tributary bank. WVDEP was also contacted and responded to the call. A WVDEP employee and a local FEMA employee placed two contaminant filtering booms in the tributary to help limit the amount of contaminants being conveyed downstream. David contacted The Opequon Watershed and asked us to share this information with our volunteers.
At this time, the Stormwater District is not part of the investigation. The case is being handled by WVDEP. The discharge is unfortunately still occurring. The aerial image above shows the approximate location of the discharge point. WVDEP is currently trying to locate the source of the discharge.
